Police arrested a Hanover man Thursday for allegedly cutting a woman's throat, according to an affidavit filed with District Judge Dwayne Dubs.



At 7:25 a.m., Hanover Borough Police responded to a woman at North Penn Street and Highland Avenue who was holding a towel to her neck, the affidavit said. Police saw that she was bleeding from a cut.

The woman told police that the cut was made by Bruce Elliott Flickinger Jr., 33, at his home in the first block of North Penn Street, the affidavit states. 

At the hospital, she told police that Flickinger had approached her from behind with a knife and made the cut, the affidavit states. They both fell to the ground and the assault continued. She said she was able to get away after pepper spraying Flickinger.

Flickinger told police he approached the woman from behind as she was backing up to leave his home, the affidavit states. He said he brought the knife to scare her when she jumped and accidentally got cut.

Flickinger said that when they fell to the ground he held onto her. When he saw the blood on the ground, he said he got scared and ran out of the home.

Flickinger is charged with aggravated assault and recklessly endangering another person, the affidavit states.
